Action popup always appears at the top of the page

• What steps will reproduce the issue?
  Scroll to the bottom of the page before highlighting an action and taking the screenshot. You will need to scroll to the top of the page to see the popup with the action questions.
• What would you expect to be the outcome?
  The popup should appear where it is visible to the user immediately, ie nearby where they clicked on the page. Otherwise, the user may not be aware of the popup's creation.
