enable --artificial-delay for PicJs

I need write some test case for reentrancy issue in my canister. But PicJS too fast I cannot reproduce that issue in the test.

Is that any way to test it via PicJS

It will be possible to support this when pic-js supports live mode. The relevant feature is already supported by the Rust library: https://docs.rs/pocket-ic/9.0.2/pocket_ic/common/rest/struct.AutoProgressConfig.html#structfield.artificial_delay_ms.

I can't say now when we'll prioritize adding live mode support, but it should be sooner than later. I'll leave this ticket open in the mean time.
