ci: allow recently-published nostics@1.1.4 past release-age policy

CI's supply-chain check (`minimumReleaseAge`) rejects nostics@1.1.4 because it
was published within the cutoff window. Add it to `minimumReleaseAgeExclude`,
the same escape hatch already used by `trustPolicyExclude`, so the pinned
version installs cleanly.
