simdjson-kotlin-serialization has no KDoc and Dokka isn't wired up

The serialization module has no KDoc anywhere, and Dokka isn't configured for it (unlike the core module). Public API here is currently undocumented for consumers.

Needs KDoc on the public surface and the module added to the Dokka setup.
