Subject: [PATCH] Parameterize base image and clean release workflow -
 chore(Dockerfile-local.example): add BASE_IMAGE ARG and use it in FROM
 statement - chore(.github/workflows/release.yml): remove redundant local
 image tagging step - chore(.github/workflows/release.yml): pass BASE_IMAGE
 build-arg for extended image builds
