Migration Issue

This is a bug repot

I have created database "builder-server" on postgres server. And now I am going to migrate.
But it occurs error.

How can I solve this problem?

I have postgres 11 running on my machine with a builder database in it.
I have the following connection string.

CONNECTION_STRING=postgres://localhost:5432/builder
