feat(conda): download & pack conda packages outside Docker image

In order to avoid too big Docker image, we could get all conda stuff out the Docker image.

So 

- build a "conda-packer" Docker image
- create Helm chart to run conda-packer
- from Zeppelin, we must setup the conda pack (see https://issues.apache.org/jira/browse/ZEPPELIN-5811 )
