Post-reboot troubleshooting doesn't work

Known Issue: Post-reboot scheduled task doesn't seem to work. It's like it gets rolled back or something and the troubleshooting steps that do work never run. You can manually run the script with -Diagnostics to get them to run successfully, so the issue has to be with the way it's doing the scheduled task, or the task getting rolled-back in some way by the setup.
