Create CIA from DLC fails when it contains large numbers of .app items

SSB (000edf00) - 139 items
TFFCC (000fd500) - 164 items

Steps to reproduce:

Boot into Decrypt9
Select "Content Decryptor Options"->"CIA Builder Options"->CIA Builder (SysNAND/Orig)
Select directory under /title/4008c/ directory (e.g. /title/4008c/000edf00) and press A

The process appears to work, adding items as expected, then fails with

CIA Stub has Bad Size(21248)

This is a known problem, fixing it would require rewriting large parts of the source code. For now this won't be fixed.
