Mobile: Banner lacks close button and movement freezes on click

Steps to reproduce:

1. Open the page on a mobile device.
2. Observe the banner scrolling from right to left (expected behavior).
3. Try to close the banner or tap on it.

Actual behavior:

• There is no "X" button to close the banner.
• Tapping the banner freezes the text animation completely.
• Only a page reload makes the text scrollable/visible again.

Expected behavior:

• A close button ("X") should be visible on mobile.
• Tapping the banner should not freeze the animation (unless intended to pause, with an option to resume/unfreeze).
