Create Clip effect can fail to retrieve the created clip

Description

Sometimes the Create Clip effect will send "Whoops! Something went wrong when creating a clip. :(", It appears that clips take longer than our retry period to show up on the Twitch API

Steps to Reproduce

1. run Create Clip effect
   1a. if clip is successful, run it again
2. if the error message appears, check if the clip was created on Twitch

Expected Behavior

If the clip is created, Firebot should not send an error message to chat.

The clip will be created in the user dashboard, Firebot is not able to get the link for the effect to post to the proper output selection
