Changeling doesn't contains any fix

After a release creation from github actions the changelog is empty even if the git history contains well formatted fix commit

The error was due to tags not retrieved from actions/checkout by defaults. Adding fetch-depth: 0 in the action is a working workaround. We should find a way to prevent this issue in the action in the futur
