figure out and document how we want issue intake to work #20
as of https://confluence.hl7.org/display/DVP/2024-07-01+CQL+Questionnaire+Support+Kick-off+Meeting we will be asking the community to submit topics they seek architectural guidance on, suggestions for content to include in the library, issues in the current content, etc.
we should lay out what the process will be for submitting those issues (such as this github repo) and document it on https://build.fhir.org/ig/cqframework/cqf-us/.
