WHY THIS FILE EXISTS

CC BY 4.0 is the one licence that requires attribution in order to function:
anyone who shares or adapts this work must credit the creator. But unlike the
Apache 2.0 text, the Creative Commons legal code contains no slot for a
copyright notice — it never names the licensor. So a repository carrying only
LICENSE states the terms of attribution while identifying no one to attribute
to, which leaves a reuser unable to comply even if they want to.

This file supplies the missing half.
