Release 0.91.5 including complete binary wheels for all platforms

Thanks to the generous help of @mkoeppe, CyLP now has a much improved and modernized build process using the build package. Even more exciting, there is a Github Action that builds binary wheels that include the required Cbc libraries for all platforms. This means that in most cases, pip install cylp should now give you everything you need, no need to separately install Cbc. Check out the available wheels here:
