Long comment:

The working set of PDFs are from court records and the PDFs dated 2010 to December 2015
are easily processed to extract the Parcel IDs.

The County Treasurer initiates foreclosure proceedings and the 'Parcel ID' is contained,
as text, in the document. The property address is hand written in the document and, thus,
not easily extracted.

Parcel IDs are maintained by the County Auditor, not the Common Please Court nor the Treasurer.

I assume that to map foreclosures we need from the

  • Treasurer or Common Pleas Court...the Parcel IDs.
  • County Auditor...the street address associated with the Parcel ID.

The PDFs from 2010 to 2015 seem to be created by a 'Word'(c) PDF add-on or
an 'Adobe' commercial product. (Hint: There were, sometime, somewhere, usable documents.)

The PDFs from January 2016 to date (August) seem to be created by a
'document scanner' (Canon iR2530). These I have yet to be able to OCR>text.

Short comment:
I think we need the original 'Word' foreclosure documents from the County Treasurer to obtain
the Parcel IDs (or scan-able/scrape-able documents) and
the county property records from the County Auditor to obtain street addresses by 'Parcel ID's.
