Description of the bug

Title. No scroll bar appears, the buttons just slide off the bottom of the screen.

What's the difference with what should have happened?

Buttons should remain accessible without needing to resize the UI.

How do we reproduce this bug?

1. Send like 10 messages in an admin ticket
2. Buttons start to disappear
