Description of the bug

#11992 has broken the behavior of certain fire-based weapons. CAS lasers have an excessively large area of impact, seemingly hitting every single tile in range with fire. Incendiary OBs will clip through walls and windows when spreading fire.

What's the difference with what should have happened?

Both of these weapons should be behaving normally.

Not really resolved, but reverted of #12486
