Description of the bug

Forecon attempting to add faction frequencies receive the "You add your faction's communication frequencies to TC-3T static telecommunications tower's comm list." message but the frequencies don't actually get added.

What's the difference with what should have happened?

The frequencies should be added to the tower.

How do we reproduce this bug?

1. Be forecon
2. Have telecomms tower powered
3. Add frequencies to the tower
4. Frequencies do not get added
