The parent form is not always set to a $dirty state on time change

Hi, if the time is changed by the actions listed bellow, the parent form does not get the $dirty state set.

Actions which do NOT set the $dirty state:

• using arrows in the hour/minute inputs (keyboard or mouse click on the small arrows) and
• when the time is selected from the time picker dialog.

Actions which DO set the $dirty state:

• change of the hour/minute inputs by manually typing
• selection of AM/PM

I'm going to submit a pull request for this issue.
