Custom URL for Playbook Access

Why

As a CHHS employee, I need to be able to access the CHHS Data Playbook so that I can read it and refer to it.

Acceptance Criteria

1. URL is based on a chhs.ca.gov sub-domain (e.g. playbook.chhs.ca.gov)
2. URL works for the GitHub Pages site, without error or certificate issues
3. All CHHS employees are able to access the Playbook, even when GitHub is blocked at the network level (filesharing service blocked by)
