Expected OpenSSF BP signups

We need to know the ID of projects pursuing OpenSSF Best Practices badging (https://www.bestpractices.dev/en/projects) in order to rack them on the CASS website. Sometimes (not often enough) we hear that projects are intending to pursue badging and, thus, should be registering at some point. This issue is meant to track those mentions. When they do register and we add their project ID and data to the CASS site, we check them off the list. We've asked people to notify us when they actually registered, but it would be smart to check periodically and not depend on others to remember.
