It could be useful to have horizon continually monitor the objects it deploys and provide users horizon objects. This would mean horizon has the ability to act as a generic controller/operator that gives users friendly horizon objects to act upon. Could vendor existing operator frameworks and just ensure objects that are returned are horizon objects.
