fix(seed): enrich dev data with all UI test scenarios (inactive roles/modules, domain resource module links, CRUD-level permissions, WMS reports module)

- Admin V3 kept as Draft (15 items) for permission editing tests
- AUDITOR and INSPECTOR roles deactivated to test inactive role filter
- CONFIG module deactivated to test inactive module filter
- All domain resources linked to parent modules (GAP-4)
- Admin V3, Operator, WMS Manager V2 templates enriched with
  Allow/Deny items at Module, SubMenu, Option, Aggregate, Entity levels
- WMS suite enriched with Reports module, 3 new actions, 5 new options
- New migration: UpdateDomainResourceModuleLinks
