Adding build step for Ubuntu 24.04

Hello I was trying to install oversteer (because I just don't want to use flatpak) and I was encountered with some setup step that's works for me, I would like to update the readme file to help others to install on their machine too

Not really related, but are you using Ubuntu 24.04? Could you help test the deb package I made? Or even better, try debuild it on your machine? #324

@WildanGarviandi That would be good. I'm using Mint 22.3 (based on ubuntu 24.04 ), so haven't tested building it on any version of debian.
You need to install dependencies listed in debian/control, and devscripts for debuild.

@WildanGarviandi It was down for a while and is online now.
If you are interested in deb packaging (or not really happy about install so many redundant dependencies ,too), feel free to ctrl-cv / take overthe recipe. I only created this package for experimenting and do not intend to maintain it long-term.
