MSFAA on Student Profile - Reissue and Cancel

User Story
As a ministry user, I want to be able to know the status of a student's MSFAAs as it is an important factor in them being able to proceed with their application and receive funding.

Acceptance Criteria

• Second card, this should have a button to 'Reissue' and a new column to the table 'Action' which includes a 'Cancel' button

• "Cancel" button:

  • Only available when the MSFAA record is not already Cancelled.
  • When available, should only be accessible to those who have a specific role.
  • Populate cancel date and province as "BC"

• Reissue should pop up a modal and be locked to the same user role as the one available on the NOA

• Reissue modal:

  • 2 Radio options for Intensity (Full-time / Part-time)
  • 2 buttons at the bottom (Cancel / Reissue New MSFAA)
  • Once intensity is selected, if the intensity has a signed/not-cancelled MSFAA number already provide a warning banner:

This student has an active MSFAA for this intensity.
☐ Confirm that you would like to cancel and re-issue a new number for the student.
