Subject: [PATCH] CI: actions on Node.js 24

Node.js 20 is deprecated on the runners, and each run warned of the
actions still on it. The first major of each on Node 24: checkout v5,
upload-artifact v6, download-artifact v7, setup-java v5, setup-qemu v4.
None downloads by artifact ID, the one change in path behavior.
