Fire up a packagist release.

In #16 we've added a composer.json file to build out some testing infrastructure.

We should round out the composer.json w/ required info for a packagist release so that initiatives like https://github.com/backdrop-ops/backdrop-composer can move forward with there goals of building out composer managed backdrop sites.
