Add tags to .info file

The page https://api.backdropcms.org/documentation/module-packages-and-tags recommends to add Tags to contributed modules.

Footnotes has a Package (package = Footnotes) but no Tags so far. I suggest to add the following Tags (from the list of Tags provided by Backdrop core):

• Content
• Editors
• Filters
