Global filter / shader implementation? #116

Thank you for working on this great tool! There are many indie pixel art games which could use a nice retro scanline / CRT filter setting working globally. See, for instance, how Blasphemous looks on a CRT: https://old.reddit.com/r/crtgaming/comments/1grpy1m/blasphemous_on_consumer_crt_tv/

For some good retro filter implementations' examples, check out, Butcher, Blazing Chrome, or Sonic Mania. And there are techniques to prevent losing brightness (to some extent) here: https://misterfpga.org/viewtopic.php?t=9816

Would it be technically possible to implement it on Switch?
