I met exactly the same problem. I'm using ROS2 foxy and it's already end-of-life, so rosdep will skip the update for this one. Maybe you can ran sudo rosdep update to check it. Anyway, if you have any resolution, please tell me, I'll appreciate that.

Uhh I found exactly the same problem when I tried to deploy Swarm-SLAM, using rosdep to install dependencies. The solution is using sudo apt install with specific package name. In your case, if you are using ROS2 foxy just like me, it should be sudo apt install ros2-foxy-turtlebot3-navigation2 .

I'm not sure about this answer, I just re-install my ubuntu, my Swarm-SLAM deployment and I'll try it tomorrow to see if I can deploy this project.

I tried and found out that you don't need to make sure no ERROR for rosdep, cause it's just a tool to install dependencies automatically. In fact after you install ROS2 and turtlebot3, most of the dependency requirements are met, that means even there are lots of ERRORs in rosdep progress, you can directly use colcon build to build whole package without error.
