Download points on all submission (for a single exercise) does not list submissions still in grading

There is currently no easy way of fetching information submissions that are in grading (esp. rubyric)

More specifically "Download points" on all submission (for a single exercise) does not list submissions still in grading. We could consider adding the grading state as a column and allow downloading all submissions (maybe a separate download link)
