Re-add terra-notebook-utils after it's fixed

Installing it currently fails (xref https://github.com/DataBiosphere/terra-notebook-utils/issues/419 ), so it was temporarily commented out. It should be re-added once that is fixed and it's possible to install, or if a workaround is found
