Define board member roles and responsibilities

The charter should explicitly define the roles within the board and what is expected of each.

Proposed roles

• Chair -- sets agenda, facilitates consensus, represents AISECA externally
• Framework Lead -- owns the framework specification and release process
• Controls Lead -- owns the controls catalog and review process
• Community Lead -- manages contributor relationships and onboarding
• Industry Liaison -- coordinates with NIST, ISO, and regulatory bodies

• Role descriptions with time commitment expectations
• Nomination and election process
• Term limits and rotation policy
