Actor Container Lifecycle / Restart Policy

As I spoke to Zoe Zhao (@zoez7) about crash detection, I am reminded that we do not model the lifecycle for containers in an actor. If a container exists, is the actor crashed? Should it be restarted?

I think this is something we need to think about soon.

We might not want to copy+paste sidecar lifecycle from Kubernetes, it had to be bolted on pretty late. But I do think we need to model this and that's an obvious parallel.
