V33 Gate 10: Add promotion readiness proof
Adds the source-safe V33 promotion readiness generator, checker, artifact, and protocol generated-proof coverage. Wires V33 into gate/canon quality workflows, promotion planning, spec-family preparation, runtime posture rewriting, and the V33 canon promotion workflow. Documents Gate 10 closure in the V33 spec family, README, and roadmap, with regenerated V33 interface artifacts. Validated with V33 gate checks, spec-family/canonical-input/drift checks, V33 promotion dry-run, V33 generated-proof dry-run, protocol and BTD typechecks/tests, pipeline package typechecks/tests, demonstration tests, import/prompt hygiene, diff hygiene, and changed-file secret scan.
