V48 (implementation-only): Fix Next resolve for @bitcode/generic-vcs-git

Point webpack alias at packages/generic-vcs/git (not deleted packages/git),
add direct uapi dependency + tsconfig path, and transpile settle/synthesize
pipeline packages so /api/read/settle builds on Vercel.
