V43 Gate 2: Inventory route vocabulary migration

Add the source-safe V43 route vocabulary inventory artifact, generator, checker, protocol exports, and protocol tests.

Document the Packs, Read, Deposit migration matrix across the V43 spec family, roadmap, README surfaces, and gate/canon workflow checks.
