DisabilityStatus = 98 logic was added to tlsa_Person, not tlsa_Enrollment, so looks like 98 should be removed here, unless the query should be reworked using tlsa_Person table

BTW, tlsa_Enrollment.DisabilityStatus cannot be 99 either, because we store -2, 0, 1, or null:
