Peer broadcasting doesnt currently work on .NET

Peer broadcasting using new header generation method and sender doesnt actually send anything and returns -1 bytes sent
Using standard SendPacket() or SendUTF8Packet() bypasses this issue meaning that the other function SendPacketWithHeader() is broken

Added new packet header and created a whole new system for broadcasting directly currently in the dev branch
