Training ticket back button bug

Description
I just found a random bug... with training tickets, if you submit a new ticket and then click the back button on the browser it automatically generates a new draft. Not gonna debug right now, but thought I'd mention that

Acceptance Criteria

• Logic prevents creation of new draft ticket when using the back button
