Where a broad boundary is genuinely required to keep startup or recovery resilient, retain it deliberately with useful logging or reporting and a narrowly documented suppression. Silent pass blocks should not hide actionable failures.
Acceptance criteria:
- BLE001 and S110 findings under src and tests are resolved without weakening the global Ruff configuration.
- Expected recovery behavior remains intact.
- User-visible or diagnostic failures are not silently discarded.
- Relevant tests pass or are added for the adjusted boundaries.
