[Feature] Limit the ip rotation animation to numbers that actually change

Problem or motivation

unchanged numbers should just stay static
having the whole address cycle when it only has 1 different digit is unnecessary and somewhat misleading as rotating the whole thing implies the whole thing changed

Proposed solution

would make it easier to see how the address changed and if it even did since according to bernard in #304 you can sometimes get the same address reassigned back to you

(sidenote: I think when that happens (same ip) the text should flash a dim red momentarily or something instead of just doing nothing, unless you do get something and I never noticed)

for the example above the animation should just be this:

abysmal resolution but you get the idea I hope

Alternatives considered

just paying attention to the address, you can do it but this would eliminate the need for that since the program would just show what changed on its own

It should also be clearer when the IP rotation failed, because that happens quite often in my experience.

Ideally, if the IP rotation fails, it should automatically try again until it succeeds, but that has been rejected by the team some time ago.
