Add Windows arm64 binary packages

Summary

• Add Windows arm64 entries to both dev and tag binary publishing workflows.
• Build Windows packages through a matrix so amd64 keeps UCRT64 and arm64 uses the Windows arm64 runner with CLANGARM64.

Test plan

• Ran git diff --check
• Run Publish dev binaries from this branch and verify windows_arm64.zip is produced
• Confirm tag release assets include both windows_amd64.zip and windows_arm64.zip
