♻️ [Refactor] Skeleton UI 성능 개선 수치 측정 및 Lighthouse CI 임계값 적용

🛠️ Issue Description

Skeleton UI 도입 전후 CLS/LCP/TBT 수치를 비교 측정하고,
실측값 기준으로 Lighthouse CI 임계값을 확정한다.

💭 Cause and effect

• perf/no-skeleton 임시 브랜치에서 Skeleton 제거 후 측정
• 측정 도구: npx lhci autorun 또는 Chrome DevTools Lighthouse (시크릿 창, 3회)
• 측정 대상 페이지: /dashboard (OverviewDashboard, PlatformDashboard)
• 완료 후 perf/no-skeleton 브랜치 삭제

📝 check-lists

• perf/no-skeleton 브랜치 생성
• OverviewDashboard Skeleton 제거 (KPI 섹션, 예산 게이지, ROAS 랭킹)
• PlatformDashboard Skeleton 제거
• before 수치 3회 측정 후 이슈 코멘트에 기록
• main 브랜치에서 after 수치 3회 측정 후 이슈 코멘트에 기록
• lighthouserc.js 임계값을 after 평균값 기준으로 확정 (warn → error 상향)
• perf/no-skeleton 브랜치 삭제
