Add component version upgrades to operator release notes

When operator version changes unexpected component version changes can occur. It is important to document what component versions changed.

While version pinning in the CRs is possible and recommended, it is still a good idea to list these version changes in the release notes.

each release has items with dependency: prefix where we usually specify changes in default component version

Lets update the docs to highlight that the operator may change operand version unless its pinned. I don't think changelog improvements would help - you either want to have operands pinned or not
