Steam Broadcast Does Not Work Under Wayland As Steam Never Asks Pipewire For Permission

When recording a program in wayland, the program responsible for broadcasting must ask for permission from pipewire to access the screen. Steam very clearly does NOT do this as it does not trip the xdg-desktop-portal interface.

Steps for reproducing this issue:

1. Try Broadcasting Whole Screen
2. Broadcast is black
