ci: bump gh-action-pypi-publish to v1.14.2 to accept Metadata-Version 2.5 (#123)

The wheel built by uv on 2026-08-18 declares Metadata-Version 2.5, which
the twine bundled in the v1.13.0 action image rejects
(InvalidDistribution: '2.5' is not a valid metadata version). Release run
32174441035 therefore stamped and tagged v0.10.0 but failed the PyPI
publish job, and the GitHub Release step was skipped as its dependent.
v1.14.2 ships a twine that accepts metadata 2.5. Both pin sites move
(release.yml and publish-testpypi.yml — the testpypi path would fail
identically).
