Expand L1 utility launcher capacity

The on-watch quick-access menu (L1) for accessing utilities seems to hard cap at ~3 additional installed utilities. Slots look to be filled alphabetically by name and any additional utilities do not show up. This behavior lives in the firmware and there's no mention of it anywhere in the SDK source or docs that I can find.

• Please confirm whether this is an intentional, permanent limit
• If intentional (I hope it's not), please document it as it's pretty limiting

Not intentional, just an oversight.
We should at least support as many as physically fit on the screen and possibly more via a scrolling type mechanism.
