Allow custom user-defined layers

Supporting custom user-defined layers in VGSLify primarily involves giving users a way to:

1. Parse their custom layers into VGSLify’s internal configuration dataclasses (or something similar), and
2. Register those custom layers so that VGSLify knows how to build them (or convert them to/from spec strings).
